The Role

The Community and Contract Services Programmer (CCSP) position requires innovative leadership, passion for new initiatives, and vision. The CCSP identifies project opportunities, develops and implements a broad portfolio of contract training and community services projects, and collaborates with the Training Group’s management team to ensure that contractual commitments are met and that revenues exceed costs.


Responsibilities

The CCSP reports to the Executive Director and has the following duties and responsibilities: Concept Generation

  • Works collaboratively to brainstorm ideas and evolve concepts that create growth opportunities for the Training Group.
  • Writes proposals to secure funding for new initiatives in response to calls for proposals and other funding opportunities.
  • Identifies community needs and program opportunities to meet funder priorities.

Project Development

  • Cultivates a network of potential partners to support the development of new projects, through meeting with stakeholders, participating on committees, and attending community, business and sector events.
  • Oversees curriculum development to support program delivery.
  • Works with the Finance department to develop budgets and identify resources required for successful project delivery.
  • Strategically plans the resource requirements for new projects including the identification of facility, technology, equipment and human resource requirements.
  • Negotiates project deliverables, budget and contract commitments with funders.

Project Implementation

  • Manages large, multi-faceted, cost recovery projects to meet targets in a performance-based environment.
  • Manages spending and project resources.

  • Establishes delivery requirements, in coordination with partners, clients, stakeholders and sub-contractors.
  • Ensures timely and accurate project reporting for funders and the College.
  • Ensures projects follow all College policies and procedures, particularly those related to self-funded activities, contractual obligations, privacy and security, and risk management.

Management

  • Monitors the activities of each project to ensure projects meet client need and contractual obligations.
  • Ensures all projects operate in a fiscally responsible manner and within the policy framework and budget structures of the College and the funder.
  • Monitors project expenditures against budget monthly, and takes corrective action as required.
  • Adapts project design, timelines and budgets to changing circumstances, and negotiates any changes with project funders.
  • Oversees work assignments and daily activities of contract employees.
  • Assigns work, clarifies expectations, and provides support to ensure employees and subcontractors understand the project (its purpose, targets, outcomes, etc.) and their responsibilities towards achieving those outcomes.
  • Liaises with funding agencies and community stakeholders to contribute to positive program development and change.
  • Ensures the quality and integrity of Training Group programs, and the College’s reputation in contract training are maintained and enhanced.
  • Markets and promotes projects within the community and to the target audience of the project to ensure client number targets are met.
  • Monitors, analyzes and compiles data for comprehensive monthly, quarterly, annual or final project reports and business plans as required by the College, contract or funding agency.
  • Ensures Training Group Management is kept up to date with project progress and issues.

Quality Standards

  • Ensures compliance with the Training Group’s Quality Management System (ISO 9001:2015), including the development of a Program Guide for each contract.
  • Addresses non-conformance issues.
  • Ensures project and client data submitted to funders is accurate and timely.
  • Ensures that all client and staff personal information is protected in accordance with FIPPA and that any additional security protocols required for specific contracts are followed.

Training Group Collaboration

  • Contributes to team building and a positive work environment.
  • Creates a supportive and inclusive environment for project team members.
  • Provides support and advice in areas of expertise to the Executive Director and Associate Directors.
  • Collaborates with the Program Management team to ensure the successful development and delivery of initiatives.
  • Contributes to the development and implementation of the department’s strategic and operational plans.
  • Supports team and professional development activities within the Training Group.

Community Partnerships

  • Liaises with community organizations, service providers, industry groups, and other educational institutions to sustain existing business and identify and develop new opportunities.
  • Promotes the Training Group and Douglas College to local, provincial and national networks and associations.
  • Collaborates with other organizations to ensure projects achieve outcomes.

College Connections

  • Collaborates with other departments to ensure activities conform to Douglas College policies and practices.

To Be Successful in this Role You Will Need

  • Bachelor’s degree with five years relevant experience or an equivalent combination of education and experience.
  • Ability to find funding opportunities: includes proposal writing, budget development and implementation of work plans.
  • Excellent writing skills with experience in proposal and report writing.
  • Experience leading teams and resolving issues in a proactive and positive manner.
  • Understanding of labour market programming, and government funding.
  • Ability to thrive in an entrepreneurial and creative environment; has a flexible and adaptive approach to their work; enjoys the challenge of launching new projects and seeing them through to completion.
  • Ability to work within a public sector, college environment including collaborating with other departments and working within collective agreements.
  • Project management skills in administering complex contracts especially the delivery of contracts with performance metrics and funding tied to outcomes.
  • Highly developed interpersonal communication and team-building skills.
  • Strong time management skills with the ability to work to deadlines and manage multiple projects with conflicting priorities. Committed to seeing project tasks completed.
  • Strong computer skills with the ability to develop proficiency with new systems quickly.
